But he has called for the disgruntled fans to put their frustrations on hold and support the players, insisting Blackburn still have a chance of finishing in the top six this season.
There’s growing anger in the Blackburn fanbase aimed at ownership group Venky’s and the executive team, which includes former Boro striker Rudy Gestede.
Fans have called for club officials to “stay away” from games, and while Rovers bosses insist that won’t happen, BRFC Action Group have now urged supporters to “express themselves” at Ewood Park on Friday night.
To add to the frustration with the running of the club, Blackburn have lost four games on the bounce and are winless under new boss Valerien Ismael, dropping to 11th in the Championship table.
But Waggott insists the season shouldn’t be written off yet and has made a plea for unity in the Championship run-in.

“It is a difficult moment. I have been in football a long time and results on the pitch can determine attitude and behaviour off the pitch,” he told Radio Lancashire.
“I get the frustration when we dip into bad form because when you dip into a bad run of games, then all other questions are being asked. ‘Did we invest enough in the squad? Who’s running what? Is he the right head coach?’
“It is determined predominantly by events on the pitch. If you get into a rich vein of form, it keeps fans happy to a certain extent but when you hit bad form, it becomes difficult.
“It is hard to keep the alignment that I think is absolutely essential for a successful football club – from the owners, board, executives, players right the way through to supporters.
“One thing I would like to say is, on the pitch matters, we have got a really honest, hard-working group of players.
“If the fans can stay with them for the last seven games, incredibly we are five points off the play-offs after winning four games out of the last 19.
“It’s hard to think but we are still in touching distance and need the support at home – we’ve got some great travelling support as well – to back the team fully, which they will do hopefully, and then see where we end up at the end of the season.”
Waggott added: “For the seven-and-a-half-years I have been at the club, my door has been very open to the fans.
“I attend all the fans’ forums, the Supporters Trust, We Are The Rovers, individual groups, away travel groups, individual people who write emails with constructive criticism. I bring them in and discuss certain points with the club.
“All in all, it is keeping that alignment in trying to keep everybody on the same page if it is possible.
“But at this moment in time, it is wobbling and it is up to me as chief executive of the club, with protest groups and other things, to get around the table to try and iron out the issues we are currently facing.”
