Ross, who was initially appointed as interim head of coach development in March 2023, has been promoted to a new role of head of football strategy.
The Scotsman will help plug the gap created by the departure of Paul Mitchell, who left at the end of last month, although he will not be a direct replacement for the former sporting director.
Newcastle remain committed to the appointment of a new sporting director as well as a new chief executive to replace Darren Eales, who intends to stand down shortly because of health issues.
Ross will have a wide-ranging leadership role that will see him coordinating the oversight of the men’s and women’s teams at St James’.

He will have a particular responsibility for leading the club’s emerging talent policy, which has seen the likes of Antonio Cordero, Vakhtang Salia and Baran Yildiz recruited in the last 12 months.
A Newcastle statement said: “Newcastle have appointed Jack Ross as the club’s head of football strategy. Reporting into a new sporting director, Jack will take on an important leadership role that will help to develop a consistent sporting philosophy across the club.
“He will work within the football directorate alongside senior leadership across all sites, supporting communication, collaboration and the implementation of best practice across men’s, women’s and academy football.
“In addition to overseeing the club’s player loan and emerging talent strategy, Jack will also lead on building strategic relationships with other clubs, introducing new football development and talent pathway opportunities in the UK and overseas. The establishment of this model is aimed at enabling talent depth and retention, as well as supporting the development of Newcastle United’s global brand and IP.”
Ross previously managed Sunderland, leading the Black Cats to the League One play-off final, where they lost to Charlton Athletic. He subsequently managed at Hibernian and Dundee United before joining Newcastle’s backroom team.
