England’s youngsters face Czechia in their opening match of a group stage that will also see them take on Slovenia and Germany.
Carsley named his squad for the tournament last week, but opted not to select a recognised left-back as part of his group.
Samuel Iling-Junior lined up at left-back with Middlesbrough last season, but the Aston Villa loanee was included in the list of forwards when the FA published England’s squad list last week, and it is anticipated that Carsley will initially look to use him in a more advanced role.
That means Livramento is set to play as a left-back, which is how he ended the season with Newcastle. The 22-year-old is more naturally a right-back, but switched flanks with the Magpies when Lewis Hall suffered a season-ending foot injury.
When asked whether he was surprised by how well Livramento had adapted to playing at left-back given that he is right-footed, Carsley said: “No, definitely not. He’s a top player. An excellent player.

“Tino’s had some injuries in the past which have held him back. Without those injuries, I think he’d have been a lot further ahead now than where he is in terms of pushing for a senior position. So, he’s highly-rated both on and off the pitch.
“The fact that he can play two, three positions (is a big bonus). I remember the first camp I ever had with Tino was an Under-20s one and I might have played him on the right wing.”
Livramento was selected in Thomas Tuchel’s first senior squad as England head coach, but he was not chosen for the current round of senior games which began with Saturday’s underwhelming 1-0 win in Andorra and will conclude with a friendly against Senegal on Tuesday night.
He has been heavily linked with Manchester City this summer – Newcastle are adamant he will not be going anywhere – and Carsley is convinced he will eventually become a permanent fixture in England’s senior set-up.
“He always turns up with so much enthusiasm,” he said. “We’ve tried to help him as much as we can when he’s here as well, in terms of when things haven’t been going so well for him.
“We’ve still picked him and still tried to give him game time. He fully deserves to be here, and I expect him to have a massive future with the senior team.”
