Sir Bob Murray CBE claims Sunderland City Council’s latest development plan for the Sheepfolds area risks permanently landlocking the stadium and abandons agreed protections.
Speaking about the council’s plan, Sir Bob said: “This is not just poor planning, it’s a disgrace. You don’t strangle your greatest asset and call it progress.”
However, the council has fired back saying the Sheepfolds development as proposed will not impact any planned future expansion of the Stadium of Light.
The council’s plan would see housing built up, which according to Sir Bob, could block future expansion at the Stadium of Light.
The Riverside Supplementary Planning Document is a blueprint which recognises the Stadium of Light as a vital part of the city. It also states nearby developments must not interfere with stadium operations or future expansion.

But he said the potential consequences of the plan go beyond football. He said the plan could restrict the Stadium of Light’s ability to host concerts and community events.
Sir Bob said: “This isn’t just about football. It’s about Sunderland’s identity, investment and ambition.
“If this plan goes ahead, we risk repeating the same short-sighted mistakes that once doomed Roker Park — and the city will regret it for decades.”
The Stadium of Light (Image: STUART BOULTON) The former chairman says he raised concerns about the plan from the outset. He claims the council responded with reassurances that the stadium’s future would be protected and meaningful dialogue with Sunderland AFC would continue.
The 79-year-old said: “None of those promises have been kept. There’s been no real consultation, no transparency and no accountability.”
The final planning application for Sheepfolds has been submitted last month and if granted, would see up to 600 new homes built close to the stadium.
Sir Bob said he submitted detailed formal objections to the plan but did not receive an acknowledgement from the council.
The former Sunderland chairman slammed the council, saying it is “trying to rewrite its own rules behind closed doors”.

Sir Bob is demanding the council withdraw the application and has encouraged fans and residents of the city to submit their own objections.
In response to Sir Bob’s claims, Sunderland City Council chief executive, Patrick Melia, said: “We have held extensive discussions with Sir Bob Murray in relation to this development and we have acknowledged his comments made over recent months.
“Robust assurances have been given that the proposed Sheepfolds development as set out here will not impact on any planned future expansion of the Stadium of Light or in its ability to host matches, concerts or other events.
“The current planning application for Sheepfolds is subject to a rigorous statutory planning process including extensive public and stakeholder consultation as would be any application for expansion of the stadium.

“The council has sought specialist support and expertise in developing the proposals that are currently out for consultation. This is because we very much recognise the importance of the Stadium of Light as an asset for the city, residents and all visitors.”
Mr Melia added the council’s commitment and support for the stadium is evidenced by recent investments in digital connectivity, to improve fan experience. There have also been investments in car parking facilities.
He also said the building of the Keel Crossing represents the council’s and city’s commitment to the stadium.
